you have to do it all backwards
Answer 2 :
They have their own GAAPs and being in Europian Union, they also follow IFRS (International Financial Reporting Standards). I suggest you target a US based company in Ireland. This would save you from a lot of hassle. I'm also a Chartered Accountant from Pakistan and looking for a job in Ireland. Lets get in touch.

Answer 1 :
No, not by UK law, but it would be wise to do so.
Answer 2 :
No, you can use a book-keeper or company secretary to do the day-to-day paperwork, but I highly recommend that you use an Accountant to do the final year-end figures. As I have said many times on Yahoo, a good Accountant will save you more than his fee. He will know of all the allowances that you can claim against tax, he will know of any recent changes in tax/law and how to implement those changes, and he will be able to see which areas of your business need to be amended in order to work at it's full potential.
Answer 3 :
I agree with Cala. I am the company secretary of my husband's business and do the day-to-day bookwork. However, at the end of the financial year, we always get our accountant to finalise everything and keep us on the straight and narrow. He is well worth his fee.

Where I can I seek assistance and/or file a complaint against my accountant who refuses to release my tax repayment to me? Is there a governing organisation for accountants in the UK? To operate as an accountant would he need a license or to be registered with a private or government agency?

Answer 1 :
Go to a recruitment website such as www.jobserve.co.uk, www.jobsite.co.uk or www.monster.co.uk. Do a search on accountancy jobs and you will get a list of accountancy jobs, have a look at the job specs.
Answer 2 :
I've posted a couple of links for you below. Both of these happen to be in local government - the public sector is quite keen on person specs and job descriptions - but similar descriptions would apply elsewhere.
